Anyone else you see is nothing to do with this quest. This pair will not attack until you talk to them:


After the talk, they attack. You kill them, and soon another pair appear:


They talk to you, you do not need to press anything. Then they attack and you kill them. After that, return to Zaid Murro in port:

Are you still playing "Hoist the Colours"? Have you been to the tavern in Tortuga?

"The Kapitein of Kralendijk" is not for naval officers. Willem Voigt wants a partner for a criminal act and will not tell a naval officer about it!

If you are playing "Hoist the Colours" then you are not a naval officer. If you are playing "Tales of a Sea Hawk" then you probably are not a naval officer either.
