When you start a new game, one of the settings for your character is "Background profession". Most storylines do not allow you to change that. "Tales of a Sea Hawk" does. "FreePlay" allows you to do whatever you want. If you play one of those, you can change "Background profession" to "Naval Officer":


Or you could play the storyline "The Chronicles of Horatio Hornblower", which is all about a naval officer.

You know how to choose different storylines. "FreePlay" is another storyline. You can choose who you want to play, then do whatever you want.

When you start "Tales of a Sea Hawk", you are a merchant unless you change "Background Profession". You can change it to "Naval officer" if you like.

No, for three reasons.

One is that your screenshots in post #646 show that Willem Voigt did appear! You must have talked to him in the tavern for those questbook entries to be shown.

Another is that you didn't know how to change Nathaniel Hawk to a naval officer when you started "Tales of a Sea Hawk", so he won't be a naval officer.

But the main reason is that playing as a naval officer does not prevent Voigt from appearing. He still sits in the tavern but will not talk about the quest. He will just say that he is waiting for a friend.

If you have already talked to him then he should follow you around.

If you go to the port then he is arrested. The guard lets you go with a warning.

If you go to the jungle then he is arrested and you have to bribe the guard.

If you go to the tunnel to Marigot then he refuses to follow and disappears.

In all cases, you will not see Willem Voigt again for a long time. You might never see him again at all. You talk to yourself to decide whether to do the quest by yourself. Your screenshots show that this has happened.

The questbook tells you what you should do now. Go into the tavern in Philipsburg. (Or any tavern in any Dutch colony.) Find a soldier - if there is none, leave the tavern and go in again, keep doing this until a soldier is there. Talk to the soldier.
 
If you have started a new game then everything is in its starting position. That includes Willem Voigt. Start the mission the same way you did before.
