Hector Barbossa is captain of the Black Pearl in "Tales of a Sea Hawk", so you will meet him very briefly at the end. He will never talk to you, only fight you when you board the ship and get to the cabin.

The only way to properly meet Hector Barbossa, as I have said frequently, is by playing the storyline "Hoist the Colours".
