Are you using the Installer EXE from ModDB or from this forum?I just did another clean install and the problem happens when i add the new update !

Somebody once tried to make that work, but it was never fully finished because all the interfaces need adapting to match.
You could try though to increase this number in PROGRAM\globals.h and see what happens:

Other nations attacking islands and taking over cities doesn't exist yet as a feature.
I'm certain it could be added and it would make a lot of sense.
