You're also likely being limited.

Wikipedia has a section on Traffic-Shaping ISPs by country - that should let you know if you're stuck with a bad ISP. I am, as I'm with Shaw Cable. I think the list must be a little old, though, as Shaw has apparently began inspecting the files its customers upload and download - which is no different than tapping someone's phone.
