If I am not mistaken, chasers are the two guns in the bow. That's why upgrading them is relatively cheap - you're only replacing two guns, not the entire broadside. If you're chasing an enemy ship, those two are all you can fire, so accuracy is perhaps more important for them than for the other guns. Culverines are long guns. Carronades are short guns. You choose that when you pick the type of guns (which applies at once to all your guns, there is no distinction between chasers and broadsides here). Carronades can be heavier than long guns (culverines), meaning a ship whose maximum cannon is 12 pounders is allowed 12 pound long guns or 24 pound carronades. You therefore have the choice of getting extra hitting power at the expense of reduced range.
Attacking non-pirate enemies to your served nation is much more effective.

Yes, check your relations and go after any and all enemies of England and you will start to advance in rank. But you will need a much better ship than the Interceptor.
The fast merchantman is an old frigate that was auctioned off and used as a cargo ship. The size and number of cannons was reduced, internal bracing to support said cannons removed, and the crew was reduced to increase cargo capacity.
But she is still a capable ship.
