After you talked to Ines Diaz on Quebradas Costillas, someone offered to tell you where Raoul Rheims went. You should have paid him, then you could have gone straight to Raoul Rheims' hiding place. As it is, you need to search everywhere else.

He's not on Falaise de Fleur. One of your pictures shows that you have already tried there. And he's not on Quebradas Costillas either.

He's probably not on Redmond otherwise Silehard would already have found him.

So that leaves Conceicao, Douwesen, Isla Muelle and Oxbay. You're already trying Douwesen now. If he's not there, try one of the other islands. If you don't find him on Douwesen then Conceicao is the nearest island to try next.

Remember that some islands have more than one place to check. Douwesen has a pirate fort as well as a town. Conceicao has a smugglers' lair as well as a town.

Have you fully explored Douwesen and Conceicao?

Go back to the port. If Artois still does not do anything except follow you, go to your ship and sail to either Oxbay or Douwesen. It doesn't matter which. The point is to go away from Conceicao. Then sail back to Conceicao.
