Correct. Elizabeth should talk to you after you fight the natives. If she did not, something is wrong. Reload a saved game from before you landed at Petit Tabac and try again.
You will meet Will Turner, Elizabeth Swann and many more film characters in the "Hoist the Colours" storyline. They have no place in other stories.
You have already asked that, more than once.
One more time, then. You will meet Hector Barbossa in the storyline "Hoist the Colours".
Start the game and click "New Game":
You should now be able to choose the storyline. The first choice is "Tales of a Sea Hawk". This is the same story as the original game. To left and right of the title are arrows:
Click the left arrow. This should take you to "Hoist the Colours":
This story is based on the film. You will meet many of the film characters here. You will not see them in any other storyline. You will not meet them in secondary quests, only in "Hoist the Colours".
