Before you start a game there's an Experience slider that you can adjust. Those that slider affect how fast you learn perks and also those it affect how fast you learn your ship and personnal abilities or it just affect how fast your character level?

It slows down the speed that you earn skill points which means you will take longer to level out and longer to be awarded points to spend on ship or personal perks. I like playing the game with the slider at the far left on the lowest setting because it is far more difficult and means you spend more time taking advantage of the officers abilities and alway's trying to improve on them as you visit the taverns. Set it to the far right and you will gain skills and skill points faster and be able to level out much quicker. This makes the game too easy in my opinion.
 
To gain perks you need to advance your skills. How much skill advances depend on your Talent skill. Now the skill advances itself are not transparent. Doing any action depending on those skills earns you skills only XP which are not transparent. This XP is modified by the governing stat and this gives the increase.
Now this non-transparent XP gain depends on this slider.

Oh, and something else... Basicly the starting levels of the enemies depend on the difficulty slider. But in the original (russian relesease) there is a second slider which shows how fast the those enemies gain XP. In the english release this slider is hidden and is put to min so the enemies no matter which level of difficulty you play fall behind you rather quickly.
PS. Except the named NPCs. Their level is fixed and never changes after the start of the game and depends only on the overall difficulty.
