Recently Bestheda has released Daggerfall as a download their site. You can download it here free and legally:

Getting it working is little trickier though.
Daggerfall, like most Elder Scrolls games, were very ambitious and as a result, a lot of the features were cut out and the games had a lot of bugs.
In Daggerfall there were plans for a prostitutes guild
(you can find women in various states of undress in taverns but they interact like normal NPCs), sex, sieges and wars between provinces, high treason (perhaps you could commit regicide? :huh), were wolf quests, the Order of the Lamp... but they all got the axe.

A few projects appeared attempting to mod Daggerfall and make it workable on modern systems with almost modern graphics... Many disappeared.. Dungeon Hack got turned into a open source project which you can download.
Daggerfall XL is a project that is still active today. It aims to get the game working on a modern with modern graphics as well as restoring some of the features that were cut out.
