It's locked at night. Maybe it's coded as a store or house so it's unlocked during the day and locked at night?...hmmm..maybe bits of code from the quest involving it are interfering or something. Idk. Sounds like a quick fix. But then again I don't know anything about the coding for Storm engine or this game so can't help sadly....

I played that very recently in the latest build, Milon is where he should be, near the pier close to Orable Caron.
Maybe he appears after talking to Rachel. Have you talked to Rachel first?

first person I talked too, just she said nothing really and added the quest with my logg with no info apart from she refused to say anything
