I download those tools all the time, and kill my computer with them!
 
Ah, sorry. I mean, that before you can download the GIMP, you need to download GTK.
A library in this (code) sense is a set of stock functions/classes/code/whatever that other programs can use.
For example, a JPEG import/export handler, so that each program that deals with JPEGs doesn't need its own JPEG handler.
(Or in the POTC case, the various utility functions in Utils.c)
