Need Help Teleports disabled

After speaking with Brinkley about rescuing her sister from the pirates we say our good byes and exit the room. After I exit the room all teleports are disabled (the red X appears where the teleports should be) is it a bug or a part from the storyline?

If you are where I think you are, you are supposed to meet up with her behind the Speighstown tavern.
It could be that Fast Travel is disabled then until you talk to her.

If you are in Bridgetown Tavern Room - Brinkley and Brock leave the room - then you leave the room - teleports are disabled while you are in the tavern since you have to talk to someone in the main part of the tavern for the story to continue - ( so if you teleport you will break the story ) - after you exit the tavern and are outside the teleports should be restored - if I remember correctly.

At this point my teleports are disabled. So is it a bug or a part of the storyline?
