I remember, i saw this location on a screenshot for the first time. Then when i started to playing POTC, i specifically was searching for this spot.

Probably Havana

The ship sailing past is wearing French colours, and the storyline requires you to infiltrate the fort at Hopital, the French colony on Hispaniola (known in other times as Port au Prince). So I'm going to guess that the fort picture was taken there.

I do not know of any forts with cannons and that fort looks to be sitting pretty low.

Is it not the Assassin storyline quest fort? I know there is one. "El Morro" or something like that?

I enabled the free cam in the config:
1) Go to Pirates of the Caribbean\PROGRAM
2) Open InternalSettings.h with a text program like the standard windows Notepad or (which I prefer) Notepad++
3) Scroll all the way to the bottom. You will see something like this:

4) Change the zero in this line: #define FREE_CAMERA 0
to an 1
5) Save
6) You can go into free cam in game by pressing tab to switch between viewmodes

I found that you can walk out to certain gun platforms, but they are not solid so the camera angle is not too good.
