indeed make sure you run the installer as administrator.
And else try running it in compatability mode.
Also check if there is no annoying software from your computer manufacturer or anti virus running which will block file access.

I don't know where MY external HD problem comes from, but I doubt that is a consistent problem that other people should have too.
It is probably because I did a bit too much file stuff on that thing.
