Solved Portobelo and Panama

Hello guys.....i have i little problem....i am an commondore of french by quite some time now....the thing is i captured all spanish citys in the name of french expect for San Juan wich i chose to govern...the last 2 spanish towns are Portobelo and Panama...The last one i can't even reach by sea..i attack portobelo and i only could sack it, not capture it...can someone know why?

Capture of Portobello and Panama is the last mission in pirates questline which you can start by talking to captain Goodley in the streets of Puerto Principe.
These 2 cities can't be normally captured. You can do pirates questline after a national one but if you do it before, you won't be able to start any else. Hope it helps.
