Need Help Paying Michel's(brother) Debt

How do I pay Michel's debt? I got 1 million pesos already, but there isn't any option about paying it when i talk to him in prison...
I guess i should talk with that Phillipe the Pouncy guy but where do I find the jerk? (he's a real jerk and you guys know that)

You have to do the story missions to pay the debt, It will not let you do it any other way even if you have the pesos allready.

the Poincy guy is at Basse-Terre, in the governor's mansion. talk to the governor first.

In my case de Poincy was in Capsterville on Saint Christopher Island.
