You do not need to concentrate only on governor ship-hunting missions.

Indeed I don't think those are particularly effective at all.
These days, I see them mainly as a way to reduce the price of a LoM before turning Privateer.

Once you've got that LoM, any target is fair game.
Towns should give you especially many points, of course.

Letter of Marque. In Spanish, if I read the governor dialog file correctly, it's Carta de Marca.

If you are a naval officer, you already have this. It is part of the mechanism that gives you your promotions. If you start a game as a Corsair then you also get one for your chosen nation. Otherwise you can talk to a governor who is not hostile and ask for a Letter of Marque. You must pay for it. Doing a ship-hunting mission can improve your relations so that the price is reduced.
