Need Help National Admiration=no missions from Gov Gens

i have national admiration from the Dutch, for clearing caves, nightwatch, ect., and everytime i want to talk to the gov gen. i have to have a "license" even if i go to Bermuda to get them from the diplomat, the gov gens still want talk to me, why is that? i would like to do some missions from them, (every nation i play for i get admirations from those countries but still cant do anything) how do i get Gov Gen Missions???

It is a letter of marque you need mate, not license, check yer inventory and look for a dutch patent.

i get a letter sometimes from the diplomats, @ bermuda, but when i go to see any gov of a peaceful nation all i get is "i dont know you @ all, leave my presence." message. IDK what im doing wrong.
