Hi, I’m trying to speak with port admiral Talicerdor to obtain a lead, however he keeps calling the guards. At first, I thought it was related to me having a Wary reputation with them, so I did a few errands for the governor and got to the point where I had +1 reputation with Spain. I even got a letter of marque. Despite my efforts, the admiral keeps calling the guards, what should I do?
