neither is it explained how he got on the trail of the key either.

Ever since I finished the Sparrow Quest, I have been unable to meet a shipyard master or a governor in Port Royale. There is no one at the town hall and the shipyard has a port guard standing near the door that doesn't speak. Is this a glitch?

I will have a look at it for you, HOWEVER the governer at that time is Governer Weatherby Swann and he wouldnt want to see you anyway

So if you pick Mings it will be Swann then or do you think we should wait till second tavern (for when Barbossa has the Pearl so it makes sense)? :?

Swann should arrive after the first mutiny, since the Dauntless carrying him and his daughter to the Caribbean
encounters the cursed Black Pearl on the way. Not sure how long after the first mutiny this would be though.
