No it isn't. Originaly there where 2 diffrent tittles for both these games : just plain age of pirates and captain blood. However they have desided to put the word AOP infornt of evry new pirate game they've come up to. s you have AOP:CT ,AOP:CB, and this will become AOP: return of the legend

Yes. Age of Pirates: Caribbean Tales and Age of Pirates: Captain Blood. I guess one must turn to someone other than Akella for a decent pirate game now.
