You can buy a flag. I forget where, but probably in a store. Flying a false flag not only can get you into a hostile port, it increases your stealth ability.
 
One more question about rank: I have killed 5-6 people so far, and still rank 1. Experience gaining is pretty slow, and I have left it in the middle when I was starting a new game...

So, I need to get into port Belize, which is a Spanish town, to escort a merchant. When I get there, I don't get the Moor icon. Can it be a bug? (I have a hostile relation with Spaniards).
 
Did you have the chance to play this quest? I'm trying to find this guy, Edward Low, but I have no more clues where he might be...

Damn it, that guy from port control is demanding 15.000 for the info on whereabouts of Edward Low :nogood Where can I get that money?

Try borrowing it from the moneylender - or go and do something else ( attack ships - treasure hunt - escort quest or Passenger quest, both from taverkkeeper - or talk to any Pirate Captains in the tavern etc.) to raise the money.

Not being updated, but it's pretty stable. I'm playing it. Some tweaks in naval battles would be nice, but the guy who was mostly working on the Mod (I think it was BlackKnight) has quit. It's still the best you can get after the New Horizons mod.

This is what they replied to me regarding COAS:

We have no mod. COAS, the entire game, is in processing.
It is a full version. We have eliminated over 1275 errors in the game.
It has many new ships. A newly developed weather.
And we are working in the source code.

2016 comes the next, improved version.

Dezeeroovers are not actually modding COAS, they are improving it just like Akella would (if they had been interested to) :D
