No. It was an Australian comedy duo, <a href="http://www.mrjohnclarke.com/index.php?page=CD" target="_blank">Clarke and Dawe</a>.

But some people apparently took it seriously because it now has an <a href="http://www.snopes.com/photos/politics/frontfell.asp" target="_blank">entry</a> in <a href="http://www.snopes.com" target="_blank">www.snopes.com</a>!
 
I knew it was some kind of skit. Nobody could keep saying "the front part of the ship" over and over without it being a comedy sketch. <img src="style_emoticons/<#EMO_DIR#>/yes.gif" style="vertical-align:middle" emoid=":yes" border="0" alt="yes.gif" />
