No, the authors of the mods are best suited -and responsible- for making their work playable. You don't need to be a genius to debug, you 'only' must be willing to muster a lot of dedication and hard labor. Can't blame them, that part of modding is not much fun. But if an author is not able or willing to stay for testing and debugging his mod should not be put into a Build meant to be playable.
