Need Help Captureing and claiming a city from another island

In the dialog with the governor - after fighting all the soldiers - you should have the option to either capture the city for yourself ( raise the pirate flag over the city ) or capture it for another country ( think you need a privateers license to do this ).

If you take a city for yourself - you must appoint an officer to run it. ( in dialog with officer choose "I hereby appoint you my deputy in this city" ) The officer will stay in the Residence and you can replace him by talking to him there.

You can also transfer a city you have captured for yourself to another country by talking to that country's Governor- General.

And it has to be around to fulfill certain missions, the governor, and it is there from the beginning?
