That would explain it. Naval officers are indeed not allowed to buy ships. You have been assigned your ship and you will command it, that is an order! This is part of the difference between a naval officer and a privateer - a naval officer has to do what he is told.

The good news is, you don't need to buy any ships anyway because when you are promoted you will be assigned to a better ship.

Once you reach flag rank, you may be able to buy, or at least swap ships so that if you've been assigned a new ship as part of your squadron and you'd rather command that one yourself, you can transfer your command to that ship. At flag rank you'll be getting the big battlewagons anyway so once again, you don't need to buy anything.

You cant buy a ship as naval officer. You have to wait for you promotion ship.

Yep. You got get some more freedom in that once you hit Commodore.
