Authority low.No level up on abilities

Hello my friends. I have a problem with low authority and i am already level 5 and cant get any lvl up on ship or land abilities. Any ideas what is there wrong with my char? I havent any - on my stats and i have a ship class 5 and enough navigation for this one. Please help me.

I cant even get Rank 2 yet, I'm still trying to get $ to hire a crew, but no missions to do so, I've talked to everyone (both towns) and nothing. cant rank up or anything
