Attacked when going back to certain towns

1. I only got caught by Spanish once when fought my way out when smuggling. Now I cannot go back to any of the Spanish ports without being fired upon. My relation with them is -61 but still better than my relation with French, which is around-65. French ports I can access no problem.

2. After the jail part of the main quest line, I was informed that Speightown is back in British hand. But I went to the port and immediately fired upon. The neighboring Bridgetown is fine. Why is that?

Similar stuff happens to me all the time. Sometimes when I talk to the governors, a dialogue line appears where I can ask them to get the forts to stop firing on me at sight. Then they ask me to pay them, and the matter is solved.

In both cases, you mean "attacked by the FORT', right?
Not by the soldiers/citizens in town?
