Actually, Ive just seen the specs and they aint that bad; 2ghz is the recommended speed while a 256 meg nvid is also 'required'. Not as bad as I was expecting.
A nice link to a Naval perspective interview. I was very happy to see the developer has a southern england accent; i always though total war was an american thing.

ETW is the first time North America is being featured prominently (MTW2 and its expansion had NA and part of South America but it was relatively a minor theater compared to Europe) which has caused a bit of a stir on TW forums as some feel the developers are trying to find a slot in the NA market by including the 13 colonies/America, this has also stirred some nationalistic sentiments but it's pretty minor stuff, most people are just excited to finally have the series tackle the Napoleonic era.
