But you can also start the game in a different port than Oxbay and then when you enter 3D sailing mode near Oxbay, the French invasion will be triggered next time you enter the worldmap.

So after the stormy start you need to travel from whatever island you're on to Oxbay, then leave Oxbay and the movie should play (to show that the quest has been properly triggered)?

of course, you can decide completely for yourself when you visit oxbay. it wouldn't visit silehard before you've triggered the movie though. i know it doesn't do any harm most of the time, but i wouldn't do it just to be sure.
