The quest is easy. Basicly look for ships with orange sails and board them. Then put a captain on the boarded ship and go to the port where you took the quest.
The money award is not worth doing it but it gives nice skills boost.

PS. Sell the cannons and transfer/sell all the cargo and the crew from it before giving it away.

All you can really do is sail around and play the game. When you least expect it, it will appear. If you go around looking for it and do nothing else but that, you'll grow frustrated and bored very quick.

Agreed. Just let it come to you.

Also you can ask the port control buys about captains. He will tell you about any seen quest captain and will tell you something stupid "Captain XYZ was here 2 months ago" or something like this. THIS IS NOT TRUE. Get in the open sea ASAP and you have a big chance to see the quest ship on overhead map.
Sometimes the ship you have to capture has a friendly flag. Get close to him, change the flag to pirate and bust him (but may have to wait a little to get away from the fort).
