I was wondering where is the Dutchman quest given. And once you have it whats next.

Drink with drunkards in the taverns and ask about news. Drink much and ask much. You'll be told about that Ghost Ship at last.

As for what to do next... I can give you the complete walkthrough but I don't know wheter you need that complete walkthrough or not.

I have the quest but theres nothing added beyond that. I wish there were more walkthroughs or more info when quests are given.
