Ships Can Attack Land Settlements?

When you look at this screenshot, notice the second ship -- the one in the back. It looks a lot like he is firing shots at the settlement. What really kicks me off is that they already mentioned that attacking forts will not be possible from the sea.

Judging from the graphic itself, I cannot really say what else this could be besides a cannon shot, as we already know how they look in the game. It will be hard to convince me that the ship is not firing shots. On top of that, if you study it more, it looks like it has stopped.
If in the end it turns out that it was not, we can just go along with it, but if you can attack from the sea (which by all means is as realistic you can get), then great. <img src="http://www.piratesahoy.com/forum/style_emoticons/<#EMO_DIR#>/smile.gif" style="vertical-align:middle" emoid="" border="0" alt="smile.gif" />

Maybe it was the way the question was asked originally, maybe you can weaken a fort from sea, but only attack by land?
