Select "FreePlay" as the storyline. Try to pick one of the "Sailor" models. He sets no nation.
This is different from other models which do not set a nation - when you leave the model selection screen, if the model you chose doesn't have a nation set, the nation flag is whatever it was before you went into the model selection. "Sailor" models actively wipe it. And "error.log" shows this:
