Put Out Fire

No sure if this is a bug but every time I press the key I've assigned to put out a fire it also lowers my sails I've tried assigning different key with no luck

I'm using the latest build 14.2.3

That's on purpose. Your sails are being lowered to prevent the fire from spreading to the sails. It's part of your crew's Fire Drill procedure.
Your cannons are also being unloaded for the same reason.
