i know that u can unlock perks through the internalsettings file, but to unlock by playing the game , do u need to complete quests?

Different perks have different ways of unlocking. If you set the difficulty to "Landlubber" or possibly "Mariner", you should see a hint about how to unlock perks in the "Abilities" table. You can set the difficulty back to your preferred level after you finished checking the "Abilities" table.

Or look at the file "RESOURCE\INI\TEXTS\ENGLISH\AbilityDescribe.txt".
