How do I go about making him have a sword ?

What do you mean by "making him have a sword"? As a quest character? Or do you want to have it modeled on top of him? In the second case, Sir Christopher Mings is your man.

He has the locators already so can a sword be assigned to the model by code?
 
Not to the model itself, but you can, of course, give him a sword with the GiveItem2Character function if he's an actual character.
