Cannot Confirm Leveling: Character Interface Ability points don't refresh

Also, there is something odd going on with their perk points as they show 2 points but when I try to assign them they disappear.

It is an old problem. I encounter it before with previous updates too.

Is this the one where, when you scroll to an officer who has no perk points available, he shows the available points from the last officer you viewed who did have some? So that if I have 2 unused points and scroll the display to the next officer, he also appears to have 2 points, until I try to assign them. This indeed is nothing new - I've been getting that one for ages.

Everyone should have freepoints now so that shouldn't be an problem anymore.
@Hylie Pistof could you specify when this problem occurs? Is this when you check an officers skills by pressing 0 or something or is this trough the F2 menu?

I mean in which menu? You hired a officer and you look at his stats by pressing f2? Or is it somewhere else?
