how to fix bad rep?

how do i raise my rep back up when im at horror of the sea? gold isnt an issue, im hoping there is a way to buy someone off, just need to know how/where

any help would be great

You'll have to set sail to isla mona, the pirate island ulfric,
in the corner next to the bar there is an npc you can talk with and you can pay hi to change reputation with differant nations <img src="style_emoticons/<#EMO_DIR#>/urgh.gif" style="vertical-align:middle" emoid=":urgh" border="0" alt="urgh.gif" />
