Good info!
I encountered him yesterday when looking for a cure to my curse and my personality was stolen. I thought it was a strange bug so I reloaded a savegame. Just searched the forum to see if it was already posted on the bug tracker and if it wasn't post it as a new bug. I guess if I ever need something special I'll go back and see what happens if I talk to him again after his "theft".
Sounds like you've got the right idea. It's not a bug but completely intentional.
I wanted to add a curse, but one that would be completely harmless. Which it is.
