flares & stealing

hey all
notice there was a flare file.Can you employ flares?If so how?Also how do you steal from another person w/out killing them?

you have to knock them unconcious, but i don't know how to use the theif's knife.

Just attack them with the thief's knife. If you're lucky, the transfer interface will open.
