Editing Pirate captains skills?

Master Mariner
Those captains we see in tavern. I see no point in recruiting Peter Blood if my level are 30 but his is level 5.

It would be nice if when u level up, they also up their levels like other normal officers do.

Can anyone tell me which file to edit their skills?Any particular lines?
