Duel at city entrance?

In the tavern I appointed a dual at the city entrance after 1 hour. But no one is coming; at the same time the guy proceeds to sit in the taver and says "We already arranged everything"...
Any ideas?


Also a second question - must the quest musketter officer be one of the 3 allowed officers or he is extra, forth officer? Do you use him although he has lame stats?

Just go outside, the guy will be there.

Yes, if you want the musketeer to accompany you, you have to assign him as fighter. His stats may not be stellar but he does have a big boomstick, so...

He wasn't there. Actully he proceeded to sit in the tavern untill the people changed.
