    Yes the harbor master DLC is crucial, especially if you get control over a town. The others add new scenario's mostly and though they bring a nice way of killing time, free play is what makes Port Royale the most fun.     I'm a Port Royale veteran, I played it since the first one so I believe I might be able to help you. Most of the complaints there are from people who played the other 2 installments like me and in that case most complaints are right placed BUT for those who can't compare it to the older versions...
