True. I personally believe he just forgot to activate a switch somewhere or whatever this would be called, otherwise all of those non-contributing perks would be locked if you're not supposed to spend your points there. Now that I think of it, my opinion about this for gameplay reasons doesn't matter anyway, since I'm more of a person who does the work rather than someone who discusses stuff. I babble too much in my current state.Personally I'm inclined to say you should be able to choose whatever abilities you want.
If you choose one that doesn't contribute, then it will just be ineffective. But that is player choice.
