Visual C++ Runtime error!!

I installed the Build 14 Beta 1 Full version and recieved that runtime error. Same thing, when I try to run Config, it says engine.ini file or options file is missed. What could be the problem? i have ati radeon 9550 and i played the game few years ago on this pc and it went perfectly.

I hope im in the right forum ive tried installing and fixing it all night losing my psychical fitness the game is PoC.

Did the stock game work for you before you tried to put it on, if your not sure can you please check with a fresh install
