Cannot Confirm Stuck and Crash on Oyster Bay, Puerto Rico

Landed at Oyster Bay, fought my way through killed everyone and couldn't exit either end and then got a Runtime error I am attaching error log and save.

Was that as part of any quest?

Were there any citizens in the location before this happened?
Killing item traders or soldiers is the only reason I can think of for the location locking up.
Any notes on the screen about about Fort Commander reinforcements?

No. In this setting there are only a bunch of random bandits who attack singly or in pairs without any dialogue. Not part of any quest. Just started game with stormy start. Oyster Bay is where I got dumped.

Ah, just the random bandits. I remember that location indeed always has them.

An update I went back to a previous save in nearly the same place and everything seemed fine.
