rhiems glitch

I recently started a new game and when I got to the bit where you need to buy Rhiems a drink i couldn't as he was sitting in someone else and when i talked to him it was the other guy, the one who complains about pirates, also my quest book did not say tht i'd met the guy who is in the tavern but i had. Wht's going on????????
