reflecting telescope

Good Morning,

i have two questions, maybe someone can help me.

I have an excellent spyglas but i can read something about an reflecting telescope. Can i get in the game?

The other problem ist the level from my char. I´m now level 20. That goes very fast the char level and the skillpoints in stat ship. But in the personal stat i could only choose 2 things. This personal level is very slow. What can i do?

For your first question, I found it in the Layton Dexter chest in CoAS but I have never done a national questline so you may be able to get it there. For your second question, you are obviously not doing a lot of hand-to-hand combat, that increases personal skills. Sailing around ad naval fighting increases ship skills. I have found that you get ship skills a lot faster than personal ones though.
